Ethics and foreign affairs

Power is not the only thing that matters in international affairs.  Treaties, international law, trade, cross-border problems, and humanitarian emergencies all have ethical aspects to them.  But without a single, agreed system of ethics shared between countries and cultures, what is the right thing to do?  How can foreign affairs move from ‘might makes right’ to ‘right guides might’?  Can international collaboration lead to a shared approach to ethics?
